Disabled/Spinal Injuries/Attendants

  • Makes pilot program for personal care attendants for spinal cord injury victims permanent; provides criteria for participation in program; increases percentage of revenues collected from tax collection enforcement diversion program for deposit into operating account of Fla. Endowment Foundation for Vocational Rehabilitation.

Specialty License Plates/ Motorcycles

  • Creates a specialty license plate for motorcycles; provides for a distribution of annual user fees received from sale of plates; all fees will be distributed to the Able Trust as custodial agent; 25% to Prevent Blindness of Florida, 25% to Florida Association of Centers for Independent Living, for the purpose of setting up Direct-Support Organizations for each center, and for programs and activities serving disabled Floridians. Each center participating in the development of a direct-support organization shall be eligible to apply through the Association for a start-up grant of up to $50,000, and 25% to Foundation for Vocational Rehabilitation to support the Personal Care Attendant Program.

  • Provides legislative findings & purpose; allows foreign-language credits for instruction in American Sign Language; requires notice of limitations; provides duties of Commissioner of Education & State Board of Education; provides for task force & prescribes its duties; requires teachers of American Sign Language to be licensed by specified date; provides plan for postsecondary institutions.

Medicaid Buy- in Program

  • This bill reenacts the Ticket to Work/Medicaid Buy-in that was enacted by the Legislature in 2001 then repealed in December 2001. This bill authorizes individuals with disabilities who have an income up to 250% of the federal poverty level to buy into the Medicaid program.

Affordable Housing

  • Allows Florida Housing Finance Corporation to establish subsidiary corporations to administer & manage programs under contract with U.S. Department of Housing & Urban Development; provides powers of such subsidiary corporations; provides that such subsidiaries are subject to specified statutes.
  • CS/HB 540 This Committee Substitute authorizes the Florida Housing Finance Corporation (FHFC) to establish a subsidiary corporation to administer and manage programs under contract with the US Department of Housing and Urban Development (HUD). Specifically, this provision will allow FHFC to administer the Housing Assistance for Needy Families (HANF), a proposed block grant initiative from HUD that replaces the federal Section 8 program. Section 8 housing choice vouchers allow very low-income families to choose and lease or purchase safe, decent, and affordable privately owned rental housing.
